Description: Counties, cities and towns across America are currently struggling with a declining road infrastructure that costs a great deal to maintain and replace. Despite having the technology in place to change our situation for the better, many owner agencies continue to maintain their roadways with conventional roadway rehabilitation techniques. For the forward thinking agencies that want to make the shift to eco-efficient in-place asphalt recycling techniques, and kick start a proactive pavement preservation plan, the backbone of that shift is a well-executed pavement management program.
In-place recycling and pavement preservation programs save money on upkeep, and create opportunities for grant funding in certain areas. Owner agencies that are embracing in-place recycling and pavement recycling technology are saving millions across the nation and extending the service lives of their roads.
Attendees of NWETC’s Expert Pavement Management course will learn the essentials of how to successfully maintain an existing Pavement Management System, or implement a new system from scratch within their agency. By the end of this course, participants will be able to also confidently specify & bid projects with in-place asphalt recycling and eco-efficient pavement preservation techniques. They will also learn how these same projects may also be eligible for special grants and funding options under the climate initiatives in certain locales.
After completing the course, attendees will also be able to make informed decisions to distinguish the differences between the various in-place asphalt recycling choices available (HIR, CIR, FDR) and pavement preservation strategies while learning how to implement an effective cost saving recycling program that stretches their agency’s annual budget further. Intended Audience: This class is intended for state and local agency roadway maintenance supervisors, construction and design engineers, contractors, consultants, and municipal engineers with responsibility for managing maintenance budgets, determining pavement repair or rehabilitation techniques, or implementing pavement maintenance programs. Manufacturers and suppliers of pavement materials will also find the course beneficial. It is also appropriate for those who are new to the subject as well as for experienced pavement managers wanting additional technical background or an update on the state-of-the-art practices regarding in-place asphalt recycling and soil stabilization techniques.

About the Instructor
 Blair Barnhardt is an award winning National Highway Institute (NHI) Certified Instructor for FHWA, a National Local Technical Assistance Program (LTAP) Trainer, and an America Public Works Association (APWA) Carl Vinson Institute Instructor for their Certificate of Public Works Management Program. He is one of the few rare individuals in this nation with direct experience orchestrating the work for all three sub-disciplines of in-place asphalt recycling covered in the FHWA/ARRA Basic Asphalt Recycling Manual (BARM) textbook.
In addition to teaching the NHI curriculum, he is also a subject matter expert for revisions to the FHWA/NHI In-Place Asphalt Recycling Technologies workshop and a contributing editor for the BARM, the textbook used in the NHI program.
Blair is a published author in every major industry trade publication including FHWA Public Roads, Asphalt Contractor and World Highways.
Most recently Blair designed and delivered two comprehensive online certificate programs for Auburn University and University of Kansas, and a webinar series for UC Berkeley ITS Tech Transfer Program. He covers every single technical detail of pavement management, in-place asphalt recycling and pavement preservation in a very easy to understand but often passionate delivery.
