Description:

* NWETC is presenting this course in partnership with the IECA (International Erosion Control Association) as part of their annual "Environmental Connection" Conference, the world's largest soil and water event. *

NWETC’s 2-day CESCL course is a dynamic interaction between traditional classroom style lecture and hands-on field exercises. Interactive dialogue between the attendees and the trainers is also promoted, to encourage a shared learning environment.

Although CESCL requires Washington specific content, in this course, the regulatory requirements for not just Washington but also other Northwest state requirements will be discussed.  General principles of erosion and sediment control will be covered, a variety of BMPs will be evaluated, there will be a discussion about how Federal policy is reflected in state permits, and specific examples of how construction site managers are using BMPs to successfully manage their projects will be reviewed. In addition, since the CSWGP in Washington is being redrafted, the most current information on the permit will be provided to students.

CESCL certification is required by the Washington State Department of Ecology, Construction Stormwater General Permit (CSWGP) for personnel responsible for monitoring stormwater at construction sites requiring NPDES permits, and students from all over the U.S and the world have taken the CESCL certification course and found it to be very valuable, regardless of where they work.

Day 1, and the first part of day 2 is spent in the classroom, discussing regulations, impacts to water quality and construction activity, learning the reporting and recordkeeping requirements of the permit, and examining the most up-to-date erosion and sediment control techniques using examples and cases studies. Best Management Practices (BMP) products are brought into the class to allow students to see firsthand the types of control measures there are available to them in the industry. At the end of the morning on Day 2, the required CESCL exam will be given.

On the afternoon of day 2, the class will visit a field site to learn more about the BMP products and practice correctly installing a variety of erosion control BMPs. Other BMP demonstrations will also be conducted and the BMP installations performed by the students will be tested against a mock rain event.

Upon completion attendees will have meet the requirements of BMP C160 certification and will receive a CESCL card valid for three years. For more information, see "Course Topics" below.

Intended Audience:

Contractors, landscapers, agencies and municipalities, engineers, consultants and anyone else who desires to receive their CECSL certification with the Washington Department of Ecology or simply wants to enhance their level of understanding of erosion and sediment control BMPs.
