Description: The release of the final Effluent Limitation Guidelines (ELG) for construction sites by the EPA is one of the most significant changes in stormwater regulations since the NPDES permits. This course discusses the new policy in-depth with respect to discharge limits, timeline, application considerations and potential future implications. The course will also cover the technologies the EPA describe as capable of achieving these prescribed regulations, namely Advanced Treatment Systems (ATS) and Passive Treatment Systems (PTS).
Course Topics:

Session 1 - Current Regulations: There are new numeric standards being proposed for the national construction NPDES permit. This session will focus on regulatory changes affecting NPDES permits at both the national and local level. The course breaks down the current status of the proposed ELG and discusses new updates and changes to the state and local stormwater programs. This segment will focus on the numeric limits being proposed to the construction permit and new BMPs, as well as the potential they have to affect all stormwater programs. Future numeric limits affecting municipalities and industrial permits will also be covered.

Session 2 - Treatment Systems: This session is dedicated to defining new stormwater acronyms – ATS and PTS. According to the EPA, these systems are deemed the Best Available Technology (BAT) upon which most numeric limits are based. The available ATS and PTS technologies most capable of meeting construction and industrial numeric limits will be defined and discussed, as well.

Session 3 - Chemistry - Flocculants: This session will be dedicated to gaining more knowledge about the chemistries available for use in ATS and PTS systems. Different application methods, toxicity concerns and use designations specific to each state will be addressed.

Session 4 - ATS/PTS Implementation Considerations: This session will cover all of the factors that need to be considered when applying ATS and PTS technologies as well as how to minimize expense and maximize compliance. There will also be time for questions.

Session 5 – In-Field Site Visits: This session includes an onsite trip to discuss erosion and sediment control (ESC) techniques, as well as a discussion how ELGs will affect these sites.

Intended Audience: Contractors, developers, planners, engineers, consultants, municipalities, stormwater managers, and anyone who is interested in learning about the new ELGs.

After completing this course, participants will be able to: Have a much better understanding of the changes to the construction permit and how they impact how construction sites are developed. Attendees will gain a better understanding of ATS and how this BMP can be an effective tool in your stormwater management tool box.

Prerequisites: A good understanding of the current construction NPDES permit, conventional erosion, and sediment control practices a plus.

Course Materials: Attendees will receive a binder containing workshop proceedings and reference material.

About the Instructors:

Nathan Hardebeck – Nathan has worked in the stormwater industry since 1999. He facilitated the release of new BMP products into the industrial, construction and municipal markets. His participation in state and federal policy panels regarding new regulations has secured his position as an authority on the subject. He is a presenter for stormwater related conferences and educational courses, as well as a published author and photographer in nationally circulated publications.

Jason Ziemer - Jason is an environmental scientist who has focused on municipal, construction and industrial stormwater management. Mr. Ziemer holds two US patents on chitosan-based stormwater treatment technologies. He played a critical role in the development of active treatment system (ATS) technologies, including chitosan-enhanced sand filtration. His work has been published in more than a dozen technical papers and presentations for national industry magazines and professional association conferences. He enjoys instructing educational courses related to erosion control and stormwater management, and is currently serving on the Board of Directors for the Northwest Environmental Business Council.
