Description: Over a dozen Oregon communities received their NPDES Phase II permits between January and May of 2007. The six Phase I communities had their permits reissued in 2004 and 2005. Both Phase I and Phase II permit holders must deal with stormwater monitoring as part of their NPDES permit. Most also are subject to TMDL regulations, which also necessitate monitoring to show they are meeting their waste load allocations. Monitoring requirements in these permits include BMP and outfall monitoring that “must be representative of the volume and nature of the monitored discharge”.

How do you, as a community, best meet the NPDES monitoring requirements and show that you are meeting your permit conditions? This 2-day workshop will provide hands-on training for both the novice and the experienced water resources professional. Workshop topics will include a brief overview of sampling design, the proper installation and application of stage gauges, primary measurement devices, and acoustic doppler and electromagnetic velocity meters to meet the hydrologic monitoring requirements of the permits. Step-by-step guidance on the use of autosampling technology will also be presented to facilitate collection of representative samples for determining pollutant event mean concentrations. Finally, data analysis procedures will be presented for pollutant load calculations, hypothesis testing with parametric and nonparametric statistics, long-term trend analysis, and graphical presentation and interpretation of environmental data. This class will provide the student with all the tools necessary to design and implement a stormwater monitoring program in accordance with the Phase I and II permit requirements.

*A one day field trip will be taken to look at several different types of stormwater monitoring and flow gauging station BMPs.

Intended Audience: This hands-on course is intended for engineers, hydrologists and environmental scientists seeking an improved understanding of stormwater monitoring and data analysis.

Prerequisites:
A basic understanding of hydrologic and chemical processes is required.

Course Materials: Attendees will receive a binder containing workshop proceedings and reference material.

What to Bring: Pen or pencil, scientific calculator, coffee mug, and a water bottle (to reduce waste). Please wear comfortable clothes appropriate for the prevailing weather. Drinks and snacks will be provided each day. Lunch will be provided during the field trip (second day).
