The course will cover permitting and use of drywells in Oregon for disposing of stormwater.

Course Topics:

  • What are drywells, a.k.a. underground injection control (UIC) systems?
  • What state and federal regulations pertain to drywells, and specifically stormwater drywells.
  • Sources, types, and levels of contaminants expected in stormwater runoff and how they compare to state and federal drinking water standards.
  • How contaminants interact with and move through the materials surrounding the drywell.
  • How to determine if your drywell is completed in groundwater.
  • How to determine whether contaminant levels that exceed drinking water standards as they enter a drywell are likely to contaminate groundwater. What about breakthrough?
  • Is it possible to calculate a future breakthrough date and concentration?
  • Options and costs to sample stormwater and groundwater.
  • Preparing stormwater management plans.
  • System controls (pre-treatment, best management practices, and source control), and their lifecycle costs, to clean runoff enough to meet drinking water standards.
  • What to do if “rule authorization” of your stormwater system cannot be obtained.



Instructors:

Rick Ernst has worked for over 18 years conducting environmental site assessment and characterization projects in Oregon. He is experienced with regulatory analysis and compliance issues, including CERCLA, SARA, TSCA, RCRA, SWDA, EPCRA, OSHA, and CAA. Rick is a Principal in Hart Crowser's Portland office.

Roy Jensen is senior hydrogeologist in Hart Crowser's Seattle office. Roy has over 20 years experience with infiltration and dewatering hydrogeology.

Audience: Stormwater professionals, regulatory officials, construction managers, contractors and engineers
