Description: This one-day workshop provides a thorough and understandable overview of California's most prominent environmental protection law: CEQA. Through presentation and discussion, Bill Yeates, a lawyer with extensive experience working with CEQA, explains the regulatory context, requirements and practical implications of CEQA. The public process mandated by CEQA is examined step-by-step, with exploration of the diverse perspectives commonly held by regulators, applicants, and consultants.
This workshop is immediately preceded by the "Intro to the National Environmental Policy Act (NEPA)" workshop on November 1, 2005. Participants are encouraged to enroll in both courses to gain a thorough understanding of the applicability and differences between the two acts.
Intended Audience: All those who need a basic understanding of the scope, requirements and process of CEQA, especially: staff from government agencies at all levels; members of board and commissions at the state, regional and local levels whose duties include CEQA compliance and/or oversight; staff from environmental consulting firms; industry professionals; and members of citizen's organizations involved with the CEQA process.

About the Instructor: J. William Yeates is an attorney at law focusing on environmental and planning and zoning law and policies. With 27 years of experience in California environmental regulation, his current practice emphasizes litigation and consultation in areas of land use, California Environmental Quality Act (CEQA), California Endangered Species Act (CESA), and election law. He has been the attorney of record on several published CEQA cases and was recently invited by California Resources Secretary Mike Chrisman to serve on a CEQA Improvement Advisory Group. In addition to his litigation practice, Mr. Yeates provides extensive consultation and facilitation on environmental conservation strategies for organizations such as the National Audubon Society, The Nature Conservancy, and the Elkhorn Slough Foundation. He wrote the Planning and Conservation Leagues' Community Guide to the California Environmental Quality Act, a popular handbook which is available in both English and Spanish, and frequently conducts educational workshops for diverse audiences throughout California.

Registration: $190. ($150 if registering before October 17, 2005.) Registration includes proceedings, reference materials, and a copy of the Community Guide to the California Environmental Quality Act. Also includes coffee, drinks, and snacks throughout the day.
